What order to follow when adding live rock and stuff?

I have a salt water 210 gal tank Everything is ready now. I'm adding the salt water now. What order should the BIO balls ,live sand and live rock. Or can I just add them all at once?

Also, What's the best way to kick off the cycle, or will the live rock do it?
