what regulator is this

So I think I have decided to actually build a pressurized Co2 system I found this regulator on ebay, the price is great but I have no idea if the company is any good and if it is a dual stage regulator. The seller said he didn't know if it was single or dual stage- it looks like a dual stage regulator. What do you guys think is it a good regulator and dual stage?

also since it already has a needle valve (I will be adding an Ideal needle valve) on it would this cause trouble when attaching the fittings? or can I just remove it
