So I did my double overflows today with 1.5" abs piping and and was wondering what kinda rate of flow should i be getting for my return pump. Also it has 3-90's on each line going to the sump.

Yous hould have plenty of drain capacity ( 2700 gph give or take).
Tank looks to be 100-120 gallons.
A good starting point would be 8-10 x turnover, say 1200 to 1500 GPH.
Although pump sizing could easily go as large as drain flow.
Looks like your drains might be sucking air which could reduce flow. You might need to shorten those 90's a bit. Screens are a good idea too.
Are those returns in the bottom of the tank ?
Head should be around 4' depending on final pump location.
