Please see attached pics, I have this in my tank for about 2 weeks now. I thought it was going to clear-up and go away, but it seems like it isn't going to be that easy. Any ideas on what is causing this and how I can get rid of it ?

Mate what have you got in the way of aeration? The bubbles are from the koi breathing air it could be because there's not enough oxygen in the water or they might be doing it because they want to.
 
I have 2 dual eheim air pumps, with 2 of the air hoses going to power heads, and the other 2 hoses going to submerged bubble-pods. Watched the fish for about 10mins now, never saw any of them going up to breathe air
 
what is the tank size? With that many air pumps it could just be an accumulation of bubbles on he surface from them.
 
I'm dumb lol ... it's a build-up of air bubbles on the surface of the water, where there is no surface flow or anything breaking the surface. I'm going to install a small powerhead to flow across the area :)
