tail end starts floating up when he's at rest. and some white discharge comming from a nostril

Bump your water temperatures up to between 82-85 degrees. This will help your turtle's immune system become more active. Keep the nostrils and mouth clear of mucus by wiping it away when you see it. Do you have a UVB basking light on your tank? What type of diet do you have your turtle on? If symptoms get worse, you should probably take your turtle to a vet.

i would take it to a vet but there are none here that handle reptiles and i really think taking a fully aquatic turtle out in 15 20 degree doesn't weather sounds like a good idea. the shock from a cold draft alone could kill it

oh no basking spot or light. i can't get it to eat anything but hikari algea wafers and it hasn't even eaten those in 2 days

You don't have a basking light for your turtle?! Do you have an aquarium heater in the tank at all? Basically your turtle has a cold from being too cold. How big it is your turtle?

no heater in the tank. it's in the sump along with another heater. he's about 8-9" shell

Well if I were you I would go out and buy an aquarium heater and a UVB basking lamp ASAP or he will probably die from pneumonia. What you can do till then is put him in a box with a heating pad underneath it. Just make sure it doesn't get too hot and cook him.

Here's a good care sheet for RES that I think you should check out.
