Well I've never kept them before but I would still raise the water temperature up to 85 degrees until your turtle looks and acts better. What all do you feed your turtle? Sometimes diet plays a role in RI. Some species get it from not having enough vitamin A in their diets.

your turtle needs urgently to see a vet, it doesnt mather if it is herp vet or not. Speack with the vet and asck him to contact a herp specialist about antibiotic dosis. One exemple of an antibiotic that may save your turtle`s life is Baytril. This antibiotic is present in every vet clinic. In the meantime , you need to do some serious inprouvements in your turtle`s habitat, which is very insuficient

i would take it to a vet but there are none here that handle reptiles and i really think taking a fully aquatic turtle out in 15 20 degree doesn't weather sounds like a good idea. the shock from a cold draft alone could kill it

Put it in a rubbermaid (with holes punched in lid), wrapped in a damp towel. Throw a hot water bottle filled with warm, not hot, water under the towel to keep your guy warm.

RI is a killer, and the symptoms sound severe.
