What to "stock" in a 39 gallon cube?

So I have a set up tank thats around 37-39gallons. My gf is bugging the crap out of me to put a eel in there (nothing in there now) but i dont really like eels. What can I "stock" it with? Her requirement is that the fish (or fishes) have personality.

One idea i had is a figure 8 puffer or three but they dont grow very large.

The tank has a blue back and black sand bottom.

figure of 8 puffers are brackish waer fish. What are the dimensions of the tank? Most 'Personality' fish grow pretty large..Altough dwarf puffers are cool they are VERY agressive but you could do 12 of them in there with the right setup. You might want to go with a single species like a hairy puffer or a dogfaced one.

The only eel that could suit that tank would be
 
I would go with a slightly larger puffer like target or avacado, or peacock eel.
 
IMO eels and puffers don't mix. Puffers are notorious fin nippers and an elongated eel would get constantly nipped. Many cichlids have personality. YOu could do dwarf cichlids with tetras. That way you'd have a community and personality.
