I've looked at this tank from CL. http://allentown.craigslist.org/hsh/2801046090.html
I estimate that it's more like 135 gal instead of 150. It's about 3 foot tall and 4 foot wide. Stainless steel frame but glass bottom.

What would you suggest for fish? I think it would be good for Altima angels or a half water palladium. Maybe even to show off archer fish shooting at bugs. Would this be good for Africans if I made a rock/cave background?

I personally like your archer fish idea. I would check out the DIY forum, I have seen some great 3D backgrounds that would be perfect for African species. I would use a driftwood stump with the rock/cave background. I think that would really pop!! make sure you have a tight fitting canopy, as these fish are jumpers. Provide plenty of plants that do not encroach the surface giving them plenty of swimming room at the top of the aquarium. Also, it is ideal to keep the water level of the aquarium a few inches below the top giving them room to practice their hunting.
