This is obviously going to be outdoors too right? How do you plan on controlling the temperature? Depending on the depth, most natives wont even be able to live in it.

Need to know more info first. What depth? Life support system? I assume you're keeping it marine for the Atlantic ray. Being in FL, are you collecting your own or buying?

Well it looks like you need to stop thinking about what kind of shark and ask yourself how are you going to build this pond etc... and keep the water right. Keeping such a large salt pond is going to cost TONS of cash also. Once your pond is up and running and cycled THEN come back and ask us this question.

Too keep marine life in a satlwater pond like you are talking about, you'll need to consider some pretty big life support. Think of it more like a big display tank that a typical FW pond. I'd also suggest enclosing or shading it somehow to aid in temp control and minimizing evaporation.

Plus it would be better able to control and you can actually see your fish.
