What's the best 2.5-5 gallon kit?

Right now I'm leaning towards the fluval spec v, but I'm curious if there is something a little better for cheaper. Also what's a good heater for the fluval spec v that I can hide in the filter? I'm in socal.

I have the aqueon evolve-4.they make 2, 4, 8 gal.I like it. Filter area has enough room for a small heater to fit, so you won't see it in the tank
