whats the diff between ph and high range ph?

The high range pH test tests higher pH levels
 
I would say that pH is a measure of acidity or basicity of a solution, though it can be neutral too.
High pH is the measure range for any liquids with pH above 7.0

Some water test kits got a pH test, which test both for low pH and high pH (often 6.0-7.6) while the high pH test only test for high pH (7 and above).
 
I don't remember offhand what the ranges are for each test, but you really only need to do the high range test if you get results at or near the top of the normal pH test

That depends on the range of your test. If 7.0 is the highest you can measure, then you might need a high range test. But if your test can measure over 7.0 and it shows 7.0 there is no need for a high range test.
