What's the optimal position for the return pump spout?

I recently built a sump filter with a 600gph overflow and 1300gph CA4000 return pump for my 75 gallon tank. The actual sump is a 16-17 gallon Sterilite container with three 1 gallon containers stacked on top of each for media chambers.

My question is: what's the optimal position for the return spout? Currently the spout is pointed upwards and makes ripples on the surface. is this how most people have theirs? Im concerned that only water at the surface is getting filtered.

good question I was just thinking about this today, I have mine pointed upwards to make it so there isnt too much current and it helps oxygenate the water

that's y i have mine pointed up, my fish are all juvies atm so they probably don't want too much current.
