All depends what fish you are keeping. 7 isn't high but it could be too high for some fish. Or even too low for others. Give us an idea of what stock you have and we can better advise. Happy new year :)

Depends on the fish, but generally best not to try to manipulate ph...best just keep it stable
 
7 is a good pH actually, for most of the common fish it's at the low or high end of their range, but otherwise would still be in their range. XD

But yes, some actually requires stuff higher or lower than it.

And as above, it's actually just more important to keep it stable, whatever the pH is. Of course if it's at 4 or 10 or something that's really bad, but otherwise... yeah. Stable is more important than trying to bump it up and down slightly, which could backfire and kill off all your fish at once due to it being a sudden change.
 
My Africans prefer 8.5 which is close to my source water but it stabilizes at 7.5 in the tank.
Is your reading from the tank or source water..7 is comfortable for most fish; exact ph is usually only needed to promote breeding in combination with food and temp.
