Is there a recommended time after a tank is set up one should wait to introduce live plants? Also, are there any other factors that may help them thrive besides special lighting?

You can add plans ASAP. As long as you choose your plants carefully you don't even have to add special lighting. Plants like Anubias, Java Ferns, Java Moss can do just fine with little light and and just about little to Zero fertilizers.

the sooner the better. they can help the tank cycle or keep a new tank stable. lighting is the key factor which is often peoples down fall. there 2 types of people... people who add too much light and have problems with algae... the other is too low of light. planted tanks are all about balance.

There is a relationship between the amount of light, ph and co2. Staying in the right balance will give you the best success. Regardless, starting the tank with bunch plants such as rotala indica will help break down the ammonia levels when the tank cycles.
