Where can I find some small snails?

maybe you should look into buying frozen shrimp and feeding it with the shell on
 
i did buy a bag of headless raw shell-on shrimp, but he hasn't been interested so far... I cut it into small pieces at first, and then after seeing the way he went after the whole mussel, just put a whole one in, but he didn't touch that either. He likes ghost shrimp though.
 
There's probably tiny ( pea size and under) snails in your municipality's gray water output. Tie a chunk of raw meat to a rock, put the rock in a coffee can with a 'coin slot ' cut into the plastic lid. Tie a 10 foot string to the can, toss it in the water and check on it in a day or two. I get bloodworms, snails, all sorts of stuff.
Be aware though that any wild-caught lifeforms may introduce various nasties into your system...parasites etc. I've never had any trouble, but conventional wisdom does say that WC stuff is always risky

Don't feed trumpet snails. They're shells are too strong and can chip a puffer's teeth. Try getting ramshorn, mystery, pond, and apple snails.
