Shipping for fish is always gonna be quite a bit, I've never payed under 50$ just for shipping. As far as small goes, there is a fish called the African Butterfly Fish that is the same family of fish as arowana, it does resemble a little aro w/ bigger fins and streamers and only gets 5 inch.

I think Blacks/Blue arowana are the smallest and slowest growing, also much less prone to get drop eye I've heard. These fish need big tanks, keep that in mind. An aro in a tank too small doesn't work like other fish in a tank too small, it'll jump, bash itself into the sides and rub on the walls. So be prepared lol
