I have a pair of BD
Remind the past few days I could not (usually they eat frozen shrimps) have tried to bring them red worms, but still he does not eat
And has a white crust on the skin, two days ago was more white, now there is only on tail
In addition to its tail thorn seems not fallen and like rotting

That just looks like it used its stinger and scraped it's spines on something probably the other Ray.
 
I see that on my rays now and again but for them to not be eating that's no good. Test your water and like above do a water change asap
 
To me it looks like slime coating coming off. Usually a water parameter issue....
 
The coating is worn right off on the end of that rays stinger it's been freshly used prob on another ray. The spines have scraped flesh hanging off them from what i see. Doesn't look like anything more than a very common occurrence in any ray keepers tank.

How's she doing?
At my lfs every once in a while the rays will come in with a little fungus on the tip of their tail and within a few days, all of the rays with fungus die. I hope this isnt the case but if it is fungus, I'd treat with pima fix.
Do any of the rays tankmates look hurt or do you have any decorations? My marble once scraped his stinger on the driftwood and his stinger looked just like your ray's. The stingers wil also look like that if a tankmate got stabbed
