White dot on my Convict's eye

What is the white dot on my convict cichlid's eye? It's been there ever since I got him and he seems unaffected by it except during feeding time where he seems a bit blind.

It more likely suffered poor water conditions or injury to the eye in the previous tank. If it hasn't gone away in a month or 2 of clean water then it is permanent partial blindness.
 
When I got him, he looked to be in a really bad condition. His fins were ripped and his colors were very faded and sick-looking. Also, his gills were filled with mucus for some reason as well...

But, the main reason I got him was because his personality is truly special for a fish!
