white stuff

i know somebody here can help me my mom tells me tonight note i wont see this till monday so ill give better description then that there is in her words some white fluffy looking algae stuff in the fish tank at her work all over the bottom of the tank what could this be and do they need to completly break the tank down again any feedback greatly appreciated thanks in advance

a massive water change or a small one its a 55 gallon
 
I would just do a 30-35% water change but I would be extra thorough with the gravel vac and be more careful about over feeding.
 
i dont know how they do anything with the tank im going to look at it tomarrow and ill ask questions then
 
so they had this stuff before it looks like pieces of tissue almost, its all over the bottom of the tank on the plants (fake) clogging the filter intake the filter system consists of a penguin bio wheel and undergravel friltration there is arround 10 fish in the tank and they all eat like pigs from what i hear
 
Sounds like either the fungus already mentioned or bacterial matting, both from over feeding, gravel vac, partial water change, and feeding more carefully should work.
