That's channa pulchra , they subtropical species native to Myanmar and they also being bred in captivity. They should be one of the easier species to find in your part of the world.
Yes that's the typical example. Males (like above) tend to be slightly more colorful and have longer fins, but it's often difficult to sex them because the differences are only minor.
In that pic they also are using lighting that is emphasizing the blues , probably some sort of ultra violet type bulb combined with white light to really make it's blue tones pop .

there is a very similar species called ornatipinnis, seem very common here in the uk atm as a guy is breeding them and selling them on ebay, I currently have a pair I'm hopeing will breed soon!-)
