My sister has 3 albino cory cats in her 10 gallon guppie fry tank. They are full grown but are all deformed in one way or another. One of them has a full sized eye and a tiny deformed eye. The other has a quarter of a tail and no top fin. The third has all of his fins and eyes except he is missing one of his side fins and the other is abnormaly small for his size. Is it just the breed of corydora? Were they from a bad breeder?

Not proper culling by the breeder, and as stated above, water quality issues when young.
And whenever you have line-bred species (albinos, short bodies, electric blues) being mutations already, one should expect a higher percentage of other mutations as well, which might include unseen health deficiencies (swim bladder issues, not being able to digest or even swallow properly, etc etc).
Consider how weak many EBJDs are compared to the normal JDs.
If the fry are turned into a LFS too young, many of these deformities go unnoticed, until the fish attain some size.
Balloon goldfish also come to mind, even though they've been bred for a thousand years, many end up with bad swim bladders so maintaining proper buoyancy issues arise with age.

thinking about getting some cory's for my 20 gal so I better pay attention to what I'm buying

I've had plenty (20-30) albino corys and never had one that was deformed. Your sister got a bad batch.
