Why are potomotrygon rays illegal in California?

Is it because of the risk of idiots dumping them into lakes and streams? I'm quite pissed that I can't keep P. rays unless I move to another state that has them legal. I've been searching for months for any possible permits or something that lets me keep these guys legally besides moving residence...........I know that they ARE, but I want to know specifically, WHY?!

In CA, FW rays are listed as category (D) which means they're considered as Detrimental towards native species and/or the ecosystem.

On the plus side....California has great weather....
If I had to choose between. Keeps my FW rays over putting up Calif weather (compared to rubbish UK weather) I'd choose better weather
