Why does my silver do this?

I've seen my 8incher do this when I put my hands in the tank relatively close to him, stressing him out. I've also seen him do it while trying to get at the fish swimming around in my near by 75gal...your guy is probably just seeing a reflection.

Maybe he wants to be able to swim past the eggcrate?
 
I have a Tig on that side. Im just trying to fatten him up some more before I let him swim with the Aro. Im thinking of setting up a 20gal under the 180 for the tig until hes large enough. Im trying to think of a way to plumb main tank water into the 20gal for a temporary setup. I was thinking of a small pump and tubing for the return but can figure out how to get the water in at the same rate.

So your saying use a Ball valve to adjust the flow of water coming back into the 20 gal? would like the flow to be continuous from one tank to the other. So the water has Zero change. Im going to add a HOB for the Mechanical if needed.
