why does only one tank have brown algea in it ??

well i have a 130gal and a 75gal... and i have silurian pool filter sand in my 130 gal, and i have brown like algea in it after doing 80-90%WC weekly ... and my 75gal can be left for like 2 weeks without ANY showing or signs of the brown algea growing in my tank... water levels in both tanks are almost identical except my 75 has a bit higher nitrate reading (bit over stocked/not big enough filter system)

i can do a huge water change and then say 3 days later i can see sign of this brown algea forming once again, i have to vaccum my sandout EVERY weekend which drives me nuts as i shouldnt have to ... im using PFS, and a hagen t5h0 dual bulb fixture both bulbs are 54watts and are a coral sun and a actinc 420 bulb which was rpelaced maybe a month or two ago tops..i have also made a spray bar for my fx5 to increase water flow dont seem to be helping.... i also have 4 maxijet 1200 in the tank but there in "powerhead" mode, so i cant really have a circulation problem.....and i was also told that diatoms (brown algea) when you take your hand and swirl water around the affected area it should just stir up some brown water as the diatom gets disloadged form the surface it is attached to, but mine dont do that, you have to rub it to get it off or use bleach on the rocks to get them clean.... i have had this problem since day one with my tank ... drives me crazy and i dont even wanna look at the tank due to it, it a eye sore....

someone has to help me out on this, it driving me BONKERS and im racking my brain CONSTANTLY over this ad my gf getting sick of listening to my thoughts and ideas lol someone please help :( i can take pics and or videos to show you the setup, and see how the water flows and etc....
 
You might try using a different kind of light on the tank and see if it changes anything.
Also, is it near a window that may cast a little indirect sun for a short part of the day?
I have a tank that gets maybe 2 hours of southwest indirect sun per day, and it is full of brown algae. It is on one sump with 3 other tanks, none of the other tanks have this algae (none of the others the get sun). It is a 75 gal that contains 2 fish, a 7"male and 5" female xCichlasoma grammodes, and occasionally their fry. Definitely not overstocked, pool filter sand, and large water changes every other day, the indirect sun seems to me the culprit in my case.

direct sunlight is probably the culprit:(
 
it is near a patio door all though but it dont get any real sunlight threw the window at all, and usually durig the week the patio door blinds are closed all day till about 4-5pm at night so not like a ton of sun gets in on it anyway... my 75g just has a reg flourescent t8 bulb on it nothing special or bright like mine...
