As long as the temperature remains stable at 65F you shouldn't need a chiller. If the room warms up during the summer months you might, but 65F is fine.

Search aquarium chiller fan
Use 1 fan per ten gallon tank
I used a double fan clipped to the top of my 20 gallon tank and was able to keep temp under 68
Average being 65
I’d see 62-68 water temp even when room temp was 73-76
Running a sponge filter Is most ideal I feel
Since most hob or powerheads will run a electric motor which will generate extra heat In the tank and could effect your water temp
