why this happening? just start cycling tank..

guys i just start cycling my tank.. 4ft tank with new canister and new gravel.. i washed my gravel and media filter around 6-7times.. soak the pipe 1 night.. i use ceramic rings,filter wool,ammonia rock for the media filter..
but now the water has something on the top like soapy water.. is this normal?

The beneficial bacteria you are trying to grow like oxygen and hence are growing on the surface. As your cycle progresses they will colonize the filter media and the film should dissipate.
