Because a "hump" is a dominance trait, there is probably no way it will display a hump with the larger more dominant Herichthys in the same tank.
And it appears there are also a few other cichlids in the tank, those could also influence the growth of the water filled sack (AKA hump) that is only displayed by the most dominant cichlids in a tank.
It is also possible the foreground (more brown)individual is a hybrid, so there are many things that could be at play in determining certain traits.
I don't think its weird at all.

Fish in the front looks like a hybrid to me from the pics. Fish in the first pic looks like an unhappy carpintis of some sort. As duanes explained, the hump is a show of dominance, if it's getting bullied it won't have a hump. Could also be a female, as only 8" after 4 years. Why do you think it's male? Does it have a black spot on the dorsal?
 
six foot tank he just started getting bitten up recently before he was with peaceful fish in a 75 then i moved him to my 120 so i thought growth would have been perfect

Do some texas not get humps? He was living with climbing perch and bush fish before so he was always alpha

just last few weeks he had issues

and I'm not surprised if the jewel was harassing it, its not always about size, but often about who was there first and has more invested in a territory.
Hard to tell, but to me looked like H elongates which pound for pound as often as aggressive as any cichlid can get.
