Will dorsal fin grow back ?

Probably. Lol.. mine just did this past month. Also had one in the past that grew a new fin that had been only a stump.

if the fin is totally damage, or missing, than it wont grow back, but if its only a nip of it that is damaged it still can grow back. I experience this once before with one of my bichirs, just give a couple days they should be back to normal. Bichirs heal themself quite fast.
