Could it be done? I would say yes. As long as the conditions are right. I'm not familiar with singapore weather but if it is tropical then this could be done.

I would start by planting the tank VERY heavy. The more plants the better to avoid it having a huge algae bloom and creating a murky mess. Most ponds I've seen are not very clear and make it very hard to see the aquatic life. I would do some serious research into pond care before jumping into it with expensive gar.

I don't have any pondscaping experience but I imagine it is similar to keeping an aquarium. Plants + nutrients + clean up crew (snails algae eatters) + gar.
 
At first you'd want hardy plants that will multiply en-masse. Look into the legality of it and you might be able to use water hyacinth or water lettuce at first but I have to warn you, they're basically impossible to exterminate once you get them in your pond.
 
Maybe, but it will not be easy. You would need some kind of substrate for the plants to grow in. You would need proper lighting (intensity and duration). You will need to fertilize and continually prune the plants once they begin to grow. And most importantly, you would have to maintain water quality for the plants and the fish.
