Will i still need dechlorinator?

Our tap water has chlorine, i usually add dechlorinator to my tank for my weekly 25-40% water change. I just finished my pond and planning to do10% weekly water change straight from
Tap, will i still need dechlorinator for 10% water change, or will the volume of old water safely dilute the amount of chlorine ?

Being safe I say yes. Are you sure you just have chlorine? If you have just chlorine then a 10% shouldn't be a big deal, as chlorine will evaporate out of water fairly quickly. If you have chloramine however, then yes you still need to use a product for that.
