Will my aqueon optibright led light 48 inchs grow plants?

hello I was wondering if my aqueon optibright could grow begginer plants in my 75 as I would like to do a light to mediumly planted tank for my polypterus and also what would be the best substrate to grow plants other than planted substrate could sand work? I can not do gravel as like I said it would be for my polys

Maybe, I have a couple tanks with non-plant specific LEDs that grow Java moss and Java fern. You could possibly grow Anubius or crypts too. Try C. Parva, spiralus, or any of the green variants. Wendetii bronze, maybe. I would stay away from stem plants as they have a higher light requirement.
Sand works. Commercial grit from Home Depot or red garnet sand blasting media is popular among poly keepers. Cemex makes some aquarium specific grades of sand and gravel, 1-4mm size.
 
I doubt it. Val's require a higher light output. Aqueon claims low/medium light plants but other sites that sell suggest fish only systems.
