No. I would say very minimally even with low-light plants.

I believe the depth of your tank would diminish all chances of light making it more than halfway to the bottom of your tank.

What kind of plants are you looking to grow/stock? I'd say you'll be wanting about 120 watts of light for a tank with a mix of low light plants and medium light plants. A good rule of thumb is below, and below that is the link and source I took it from. I follow this generally.

What is the watts per gallon rule?

There are different variations on this, but what I like to follow is:​

• 1.5 to 2 watts of fluorescent light per gallon of water for low light plants
• 2 to 3 watts per gallon of water for moderate light plants
• 3 watts per gallon of water for bright level plants

For plants and your lighting, lighting as low as yours would be good for only java fern, java moss, and anubias. You would see some growth out of all those plants though. If you want to have higher growth rates, and more options a higher amount of light is needed. There are many things that will go into the needs. The best thing to do is start reading; the stickies at the top of the page will get you started.
