are alligator gars (Atractosteus spatula) legal? i see gars (Lepisosteidae) are listed but not Atractosteus spatula. why is that?

all pirahna, gars and rays are illegal in CA. only mala wolf fish are illegal in CA, all other wolf fish are legal, and no, i don't know why. i'm not sure about arowana, but i know for sure that silver and black arowana are LEGAL here, and most of the others aren't.
