I think if it's a garbage plan they shouldn't pass it, just to pass it. If your gonna do it (questionable), then do it right.

What do you mean? You're posting in it, so it can't not exist. And I agree that if the plan can be improved than improve it.

i beleive they should probly have not passsed it but i think that action needsto be taken very quickly to improve the situation...its kinda scary if you ask me

I just think for a "problem" this big, to think that anybody could come up with a good plan in a matter of a day or two, is silly.
