Kinda conceited of him to say thats the best steak. They really just get a big chunk of steak like a whole roast put the rock salt on the fat side and let it cook fat side up so the salt and fatty goodness dribble down into the meat. Just slice of pieces of the roast and let it keep roasting.
 
I'm not sure if this tops kobe steaks.
