Would pool liner work to make indoor pond/plywood tank?

I found someone who is giving away a pool kit, the above ground kind with metal frame. Its diameter is 15ft and it is 3ft tall. The liner is rough, rubber fabric stuff. Would it be ok for fish?

I think it would work for a pond but not a plywood tank as I know glues/ silicones won't stick. In terms of fish safe, I have had fish in my pool for a short time before we turned the filter on in which the chlorine would then kill them. I feel that the pool liner does not leach out any harmful chemicals but I could be wrong. Make sure it was never used before if you plan on buying it.
 
I use an Intex pool to overwinter my fish in the basement and it works fine, I put fish in it almost right out of the box.
As far as any leaching, I would think an old, used pool would actually be safer than a new one, as UV and other wear would have caused any manufactured chemicals to be leached out.
If however chlorine was used, a good dose of pond chlorine remover may be in order before fish are added.
