First, my qualifications. I work in a custom jet-ski shop and I've been working with fiberglass for about 6 years. Ok, onto your question now.

1. Polyester resin is, generally speaking, junk. It's the bottom of the barrel as far as fiberglass resins go. You can get very good polyester resins of course but most likely the stuff you linked to is about the same quality as what you can get at home depot.

2. Resin, by itself is weak. Resin that's just painted on is weaker than weak. Resin is just what holds the fiberglass cloth together essentially. Think of resin as concrete and the cloth as rebar. Would you build a bridge out or straight concrete with no rebar? If you just paint is on it will be very susceptible to cracking and flaking off if it flexes at all.

3. What you've linked to, is probably not aquarium safe.

If it were me, (and I'm going to be doing the exact same thing as you are soon) I'd
go with an epoxy resin and a couple light weight layers of fiberglass cloth.
 
ok well what my plans were was to use some stuff... i found some at fleet farm near me, its a different type of fiberglass resin and its not polyester, its for fixing boat hauls and stuff, Im going to put a couple layers of this stuff down, then cut the grooves for the glass into it leaving about an inch on all sides of it and then putting down pond liner on top of the resin with some silicone just because its going to be a ray tank and i would rather have them sit on the pond liner then the resin i just want to make sure it doesnt leak
 
So weren't planning on using the stuff you linked to? Just make sure that it's an actual resin and not a gelcoat. There are 3 types of resins, polyester, vinylester, and epoxy. If it's not one of those it's not resin. Also make sure it's aquarium safe. Best of luck.
