Would this flash be good for aquarium photography?

I wanted to get a speedlite, but I found this for under $200 (What I'm trying to keep my price range around). Would this be any good for aquarium photography?

Personally I'd spend more money on a higher quality speedlite, but from personal experience it all goes down you how you use the light, water and glass aren't the easiest things to work through
I use monolights for all my photography
