my lfs has 9 Festae ranging in size from 3 inches to 7. The 7 inch make has picked on the others and they all look skinny and a little beat up. I am looking for a group to grow out, but they are not in great shape.

Would you buy the smaller ones? Will the recover in better conditions?

I personally would pass on them.
 
Yes they can recover In good clean water and once they escape their tormentor. If you want a group I would leave out the biggest. Just make sure your tank is good and cycled don’t throw sickly fish in a half cycled tank and hope for the best.

But with good clean water+ Good food the fish have a good chance of healing right up.
 
I feel like some more context would be helpful. Like, OP, do you have two sizable cycled quarantine tanks? I say two, because you may have to split the group at some point sooner than you expect, even if you skip the biggest one. Hard to say. How confident are you in your cross-contamination management? Do you have other expensive or otherwise precious fish? I have heard some real horror stories, like everyone, it literally keeps me up at night.
