Would you trust this seal?

I honestly have no idea how old it is, the lights say 2003 on them so Im only assuming the tank itself is 10 years old.
I cant test it anywhere, no basment, no garage, no hard surface to test it outside unless I want the dogs to pee on it.

Second pic is a better look at it. It's like that because some of the silicone you could rub off with your finger, but my dad didnt reseal that one because he thinks it'll do.

Sure, trust it, what's the worst that could happen ;)
 
One of my 60 gallons doesn't have any silicone inside and it's been running for a few years lol I'd just go ahead and reseal it since it's empty
