WPG Question + Plant ID

I have a 10g tank with two 15w fluorescent tubes. In counting WPG, do I add up the two bulbs for a total of 30 watts = 3 wpg? Or is it only 15wpg since that's the highest output of any single bulb. Would you consider this low or medium lighting? I know wpg is outdated, but for simplicity's sake, it would help me a lot.

Also, if anyone could ID this plant for me, it'd be great. Picked it up at Petco with no identifcation. I want to say rotala but I'm far from a plant expert. Do you think I have enough lighting for it?

Yes you would have 3wpg, and it is considered medium lighting. As for the plant, I did some looking on the internet and i couldnt find anything similar but I dont however think its a rotala.
 
Thanks for the help. I'm hoping petco didn't screw me over and sell me a non-aquatic plant.
 
Did it come in one of those tubes with the jelly at the bottom? Or did they have a tank with water and a bunch of plants in it? Because the one with the jelly never lasted for me, they always died within two weeks of getting them home. So i sstopped buying plants from LFS and I went to ordering them online instead. I always ordered them from aquariumplants.com

It was submerged in a pot. I know a lot of their plants in the tubes aren't truly aquatic except for the java fern and amazon sword. However, I've definitely seen some non-aquatic plants like the white ribbon and lucky bamboo submerged with the other aquatic plants.

Perhaps it's in its emersed form? It was the only decently green plant in the whole tank. Even the anubias and java fern weren't looking well.

WPG rule ONLY pertains to T12 lighting..and it's somewhat a "round about" measurement.

Yea, that's why I've mostly been sticking to low light plants while experimenting with some medium light plants. I just stuck some dwarf chain sword in the tank and hoping it works out.
 
Well I went back to Petco and this time found the same plant listed as a ludwigia, common name primrose. Doesn't seem to be much info on the plant, but from what I've read so far it's at least aquatic.
