Wrongly Inpoundment of Vehicle info?

Is it legal for a "manager" at a apartment can PRESIGN the notice to inpound a vehicle?

here how it goes my car was inpounded from my aprartment complex parking lot.... well I call my Manager she said she didnt know maybe neighborhood watch called it in to inpound the car then i call the inpound lot and they say they dont know who called it in and when i went to go get my car they said the manager signed the release (since you need the manager there to sign the right to inpound the car)

and my car was towed at 5:11 am (cali time) which im thinking the did a run which is illegal i belive and then i tyhink my manager pre signed the right to inpound my car which i hear that is illegal to? any one got information on any of this please let me know..

In my building the management has nothing to do with the towing. There is a private towing company that will tow you past 6pm if you are in the lot without a pass.

doesnt someone need to sign for the tow? maybe different state?
