What are the odds that this Gibbiceps was in more that a 55gallon? This is why fishkeeping is looked down at...idiots like this...
 
Probably bought from petstore that had incorrect info posted about the fish. This is what can happen when incorrect info is posted somewhere.

how do you know he didnt catch it wild in florida and release it after taking pics. granted its still illegal to let an invasive species go back in...but that may of been the scenario here.

the kid thought morally he was doing the right thing.
 
as a child surely his parents knew what he was wanting to do with the fish. its sheer stupidity.
to be fair to the young lad he probably did think he was doing the right thing and his heart was probably in the right place.
was a nice plec though.
