Usually you must have a permit to collect fish and keep them in captivity. In some cases (though it may seem odd) it's legal to catch and eat them, but not legal if you keep them alive. You'd have to check local regulations on it. It's possible all you would need is a fishing license. I'm sure a FL member will have better info.

You should contact the FLorida Fish and Wildlife Conservation Commssion. http://myfwc.com/marine/regulation.htm. I read it briefly but didn't see anything about yellow stingrays. I know there are vendors in the Keys that sell them, so I would guess you could collect your own with the proper license.
