a net to take out most of the sand, then a hose/tube to suck out the rest.

i would try siphoning it out along with the water into a big rubber made container and whenever the container is going to overflow, wait a second for the sand to settle and siphon or pump the water out of the container. im guessing you'll need more than one container.
The dust pan seems a bit tedious for 200 pounds.
