Building a fish room

I'm building a fish room and i had a few questions.
before i start asking questions heres a few things, i live in miami its consistently 90 degrees in the summer and we get down to the low 60's and maybe 50's one or two days of the winter.
I'm deciding wether to make the room out of concrete or make it an aluminum shed? (this question is just based on which one will keep my water cool enough in the summer and warm enough in the winter)
should i have a closed room? or add fan to take out some humidity?
central filtration with a sump or aquaponics? (any pointers on either method would be great never messed with either before ) -.-
i don't pay for water necessarily I'm plugged into a canal so i was thinking of having a central filtration for all the tanks the new water would run through a carbon filter to holding tanks will that be good enough to make water safe for my fish?

ill post pics tomorrow of the area i have to work with I'm removing a roof on the old shed that was there.
