Can i use a 200 watt heater on a 10 gallon tank?

Not just because i work there and want your $$$ ;p but at least with a lower watt if the thermostat sticks you have a better chance at catching it before your fish die, because we all know; what can go wrong will go wrong (Murphys law)

Maybe you should change "if" to "when" if you're getting a wal-mart heater

i wouldnt advise it, i had a 150w stealth in a 10g and once the heater kicked on it literally took 30 seconds for the temp to rise 2 degrees. not a very stable environment if you ask me.
