As mentioned above, definitely 190. The eye gives it away. Also the solid (unbroken) lines are a good indicator. The 191 is the broken line royal, hence the broken lines. Or also called the dull eyed royal. Their eyes come grey to black. The 190 is commonly called the bright eyed royal. Orange eyes like yours.
