I have for the past 20 plus years have always cleaned my tanks with a small amount of bleach and lots of water I have used lots of tanks that housed freshwater fish for some 10 years and just took my time filled the tank added a small amount of bleach let it soak 24 hours then rinsed it out very very very VERY good until there was no smell of bleach at all your nose well help with that one. as far as equipment just replace the media with all new ones clean the impeller good and all the filter with water until you get any dirt or grime from the previous tank let it dry out real well then you should be fine I have never done anything different and have always had great experiences and no issues with this method but just take your time when cleaning things out so you don't miss anything or let anything in the new tank as it could harm it.
