It's a really bad picture. It was dark and only had my phone. Plus as I pulled him on to the bank, he got caught in my dad's line and got mud/sand/rocks all over him. I felt really bad for the little guy. But yeah, it's definitely a carp species of some kind. Not 100% on grass carp, but 100% on carp.
Silver and bighead carps are not found in western United States and they don't have large scales, only tiny scales. Maybe its just a freaky grass carp.
After more research, I'd second the freak grass carp. It has some of the traits of a grass carp, but something is just off about it. I'd say the fact I caught it on a popper is proof of that too.
